Setting Concepts:

>Bending: There are people within Amon's world born with the ability to 'bend' one of the elements (earth, fire, air, water) to their will; these people are called benders, whereas people without these skills are called non-benders.

>Avatar: The Avatar is the only human who has control over all four elements, reincarnated again and again in a cycle; the Avatar acts as a bridge between the Spirit World and the Physical World, and is responsible for maintaining balance between all people of the world. The current Avatar during Amon's lifetime is Avatar Korra.

>Spirit World/Physical World: Human beings live in the Physical World, while spirits live in a parallel dimension known as the Spirit World. Travel between them during Amon's lifetime was very limited (mostly by meditiation by spiritual humans, or by crossing the barrier during solstices).

>100-Year-War: The war of the show Avatar: The Last Airbender that lasted 100 years between the Fire Nation and the rest of the world; it ended when Avatar Aang defeated Fire Lord Ozai, leading to a new era of peace.

>United Republic of Nations/Republic City: There are four nations related to each bending element: The Northern/Southern Water Tribes, The Fire Nation, The Earth Kingdom, and the Air Nation/Nomads. After the 100-year-war, Avatar Aang formed a new nation called the United Republic of Nations (aka the United Republic) to stand as a pillar of unity within the world. The capital of this nation, and the location of much strife within The Legend of Korra, is Republic City.

>The Equalists: A revolutionary faction headed by Amon and located within Republic City. Non-benders, outraged by the class system that favors benders and fearful of the power benders have over them, gathered together under Amon's rule to demand equality. While perhaps good-intentioned, the Equalists are ultimately an extremist movement that use propoganda and terrorism in their attempts to take over Republic City.

>Other details: The Legend of Korra's setting is primarily Asian in its influence, and the style of the world is a mixture between American 1920's era city life and Asian culture. Technology in Amon's world includes regular use of electricity and plumbing in housing, radio, photography, and even automobiles. The invention of military grade mech tanks and even airplanes came about within the last year of Amon's life, and beyond that film itself was invented less than a year later. Culturally, Republic City is similar to a 20's era New York, both in its music (jazz music) and its economy (a working class, capitalist, industrialist system).


Personality: As a child, Amon used to be a caring and loving person. From the get-go he always stood up for the weak, trying to look out for his younger brother who was often emotionally harassed by their father. Still, as his father raised him and his brother and trained them, Amon slowly became more distant and cold as he reveled in the newfound power that was bloodbending. He hated his father, and he hated that he and his brother were only seen as instruments of revenge against his father's enemies, growing a disdain for people like him who exerted power over others. Growing tired of his family, Amon abandoned them at age fourteen and set out to discover himself.

Almost thirty years later, Amon became an activist leader of his own anti-bending revolution, the Equalists. He has extraordinary charisma and genuinely believes that bending is the root of all evils within the world, as he had seen time and time again that benders would use their power to oppress weak non-benders. Amon's strong beliefs addressing the issues of inequality within the world lead to his movement gaining extraordinary power, and he's been shown to inspire people to lay down their lives for his cause. For Amon his actions may be extreme, but he views them as genuinely righteous and necessary, believing himself to be acting within good faith against a true injustice. In his ideal world, all people would be treated equally, and no one would have an advantage over one another.

Of course as a bender, Amon is a hypocrite of his own beliefs that all benders are evil. He resolves this dissonance primarily by convincing himself that his actions are against the true evil benders of the world, and it's possible that he has deluded himself to some degree that fate granted him his power to wipe out bending. Despite this, Amon considers bending to be an important part of who he is, and so while he almost never uses it, losing his ability to bend would devastate him. Amon is, ironically, the very kind of monster that he wants to eradicate.

Probably the most important thing to note about Amon's use of his powers is his restraint in using them. Part of Amon revels in his power, but for the most part he feels it is a better strength when used very subtly or sparingly, relying almost entirely on his physical martial arts skills. At the most in normal battles, he will use bloodbending here and there to redirect blows so he can dodge them easier. As far as anyone could tell, Amon did not openly demonstrate recognizable waterbending or bloodbending for decades. Amon is paranoid about using it and tends to only use it in extreme situations when he has no other choice, or when he can be absolutely positive that no one can see. While proud of his power, he is very secretive about it; even if some part of it were revealed to someone, he would lie about its true nature or do anything within his power to cover it up.

His general demeanor is always calm and collected. He does his best to never show outward emotion, helped particularly by the mask that he constantly wears. Amon enjoys appearing intimidating and fearsome, and is so confident in himself that he has never really shown fear himself. He's calculating to the point of always being three steps ahead of his enemy, and only Mako has ever taken him by surprise, a feat which Amon actually applauded him for. Amon enjoys being in control of every situation, and when he is not he is often wont to panic and try to run away. He's a serious person, and sometimes a bit sinister as well; if he has any sense of humor at all, it tends to be rather dark or dangerous.

That being said, Amon does have a soft side. During his revolution, Amon captured his brother, a politician, and actually gave him special treatment unlike any of the other prisoners he took in. After Amon was revealed to be a fradulent leader among his fellow Equalists, his brother was the one he turned to, claiming that he was all he had left. They ran away together, and in his moment of weakness at the thought of living a happy and peaceful life with him, his guard was let down enough to allow his brother to kill him.

Abilities:
Amon is a waterbender, meaning he has the ability to manipulate water at will using his mind and body. As a skilled prodigy bender, Amon is extremely adept at all waterbending fighting techniques; this includes not just using water in waves or whips, but also the ability to freeze water and fire ice shards or turn it into steam - or turn ice or steam back into water. He can even draw water from places where he can't see it, like from within plants, pipes, or water vapor. He also has the power to use water to heal injuries, both internal and external.

With his waterbending, Amon was also trained in the skill of bloodbending by his father, and is the most powerful bloodbender of his world. Bloodbending allows him to take control of people's bodies and move them against their will like puppets; he can also twist and contort bodies until the break and die, or simply stop bloodflow altogether. Amon also uses his bloodbending to permanently block or destroy chi paths within a person's body so other benders can no longer bend. Amon can bloodbend on any day at any time of day (whereas most waterbenders need a full moon to bloodbend) and is strong enough to bloodbend many people at once, and even overpower other bloodbenders that try to take control of his body. He can also psychically bloodbend others without using the typically required hand motions, though it requires much more focus.

While not outwardly demonstrated, it is implied that Amon also knows chi blocking (which involves hitting pressure points in a person's body to temporarily block their chi and paralyze muscles) as he demonstrated much of the same abilities as chi blockers who were trained under his movement.

Drawbacks to his powers:

Both waterbending and bloodbending take a very taxing toll on Amon's physical being, even in his own world. Within Tu Shanshu the toll is likely to increase, allowing him to waterbend and bloodbend in more limited bursts of times - running out of steam after perhaps ten minutes of continuous bending.

Bloodbending is going to exhaust him very quickly, and he won't be able to keep his focus on that many things for very long. For a sense of scale, he could likely bloodbend one person without exhaustion for about five minutes, two for about three minutes, three for about one minute, and four or more for less than thirty seconds. If he were doing it psychically, without moving his hands, it would take half that time to exhaust him. A group of ten people or more would be too much for him to handle at once. Additionally, Amon's bloodbending has a limited range, with a dome radius of about fifty feet. This should also go without saying, but if the target in question either has very little blood, or no blood at all, he will be unable to bend them; exceptions to this are if there's still a system in place that has fluid, such as oil running through a robot.

Chi-blocking would be limited to characters whose powers are actually related to chi in canon. For instance, a character that uses mana and magic from the Elder Scrolls does not necessarily use chi at all, whereas a character from Naruto that uses chakra does specifically use chi so chi-blocking would likely affect them. Muscle paralyzation from chi blocking itself also only works for about a minute at the most, the ability to move the muscles returning quickly afterwards even if the chi in the limb itself is blocked for several hours.

[Amon was used to communication over the radio, something that had been critical to his campaign in Republic City for years to issue events and speeches to his followers, and threats to anyone who opposed him. His voice coming through was therefore smooth and charismatic, almost as if it belonged on the radio.]

Greetings Keeliai, and all of its citizens - both native and foreign. When I first arrived here, this place struck me as sharing many similarities to my home of Republic City. Grand structures, booming economy, a mixed culture of people of all sorts of different backgrounds... It's rather glorious, isn't it.

Unfortunately, I've noticed Keeliai shares some of the darker aspects of Republic City as well. I have noticed gangs controlling the streets, ruling this city from the underground. I have noticed many of the leaders of this city taking advantage of the lower classes of citizens that do everything to support the very infrastructure they rest on. All around me, I see strife between the kedan and the foreigners who have come here, even among the kedan themselves. This city has an inherent... inequality about it.

While I may not yet call this place my home, it's hard for me to turn a blind eye to the problems this city faces. Before any problems can be solved, however, we first must raise awareness. My name is Amon, and trust me when I say you haven't heard the last of me.
